My 2007 blog, Travel Agents of Destruction, noted the stubborn insistence of the tourism industry to make it as easy as possible for foreigners to take a trip to the US where they would hopefully spend lots of money, and safety be damned.

The Visa Waiver was signed into law by President Reagan in 1986, and when you look at the list of countries it includes, the idea doesn’t seem completely insane given the times then.

But now, when once safely western countries like France, the UK, Holland, etc. have been deeply infected by Muslim immigration, it is not acceptable to have any Mohammed from Paris or London hop on a plane for New York City with no examination.

Fox News had a discussion of Visa Waivers and also the Syrian refugee question on Friday morning.

GREG JARRETT: Congress is now suddenly showing a renewed focus on national security in the wake of the Paris terror attacks. A bipartisan effort is reportedly getting underway in the US Senate to tighten up policy on visa waivers. As it presently stands, the US allows select citizens from almost 40 different countries to travel here without a visa — hard to believe, something the critics are now arguing poses a real serious bigger risk than the resettlement of Syrian refugees. Joining me now to talk about it, a Democratic strategist Karen Rosenkranz, founder and CEO of New Blue Interactive and Brad Blakeman joins us, former Deputy Assistant to President George W. Bush.

Brad, is it an astonishing, albeit not surprising measure of government incompetence when thousands of Muslims with European passports have and can travel to Iraq and Syria for all we know trained with ISIS and then walk right into the United States under the existing visa waiver program and the Obama administration seems disinterested in doing anything about it.

BLAKEMAN: It’s amazing that we’re not having the type of leadership that Congress is showing now and and the American people are tired of a Washington that’s broken and here we see an instance where both Republicans and Democrats are coming together for the national good. And look, government’s main job is to prevent harm from happening, not merely respond to it when it does. It makes perfect sense when there’s a change in circumstance, especially national security to revisit our visa program. I applaud Republicans and Democrats for understanding that this threat must be addressed and it has to be addressed in this manner in preventing people from coming to the United States who ordinarily wouldn’t have the right to come here.

It’s interesting that the Congress critters were considering the addition of countries to the program just a few months ago. Talk about a short attention span.

Paris attacks turn tide of trusted-nation status

Visa waivers are the next likely target for a Congress trying to prevent terrorists from entering the U.S. — and a surprising bipartisan consensus is developing about the need to tighten the laws.

The Obama administration, usually eager to act on its own, says it has reached the limits of its powers and has invited Congress to weigh in and require more scrutiny of travelers from the 38 countries whose citizens don’t need visas to enter the U.S.

Both Democrats and Republicans are offering proposals to fix what one of them, Sen. Dianne Feinstein of California, the ranking Democrat on the Senate Select Committee on Intelligence, called the “soft underbelly of our national security policies.”

She and other senators said they are writing a bill that would prevent anyone who has visited Syria or Iraq in the past five years from traveling to the U.S. on a visa waiver and would require those who can use the visa waiver program to have passports with e-chips, which store their biometric data and make it tougher to fool the system.

It’s a major shift from just a few months ago, when lawmakers were talking about adding countries to the Visa Waiver Program, which allows those with passports from trusted nations to enter the U.S. without having to get visas or undergo the stricter scrutiny that accompanies it.

Concerns about the program have grown over the past year. Officials estimate that thousands of Muslims with European passports have traveled to Syria and Iraq to train with the Islamic State group and could take advantage of the Visa Waiver Program to enter the U.S. and carry out terrorist attacks.

The Obama administration took unilateral steps to tighten the rules, requiring more information about visa waiver travelers ahead of time, but it took this month’s terrorist attacks in Paris, which were perpetrated chiefly by Belgian and French citizens, to push the issue.

France and Belgium are Visa Waiver Program countries as well as U.S. military allies and major trade and diplomatic partners. Other waiver countries and U.S. allies that have contributed a sizable number of “foreign fighters” to Syria and Iraq include Denmark, Australia and Britain.

Homeland Security Secretary Jeh Johnson signaled a willingness this week to work with Capitol Hill.

“Many in Congress have asked whether legislation would assist in these efforts. The answer is yes,” he said in a statement. “Working with Congress, we can put legislative teeth in our existing enhancements, and possibly make others.”

Still, the details will matter, and the administration could change its mind. Last year, Mr. Johnson signaled a willingness to work with lawmakers to stem the flow of tens of thousands of children illegally crossing the southwestern border, only the White House backtracked and threatened to veto the bill that passed the House.

A record 20 million travelers were admitted under the Visa Waiver Program in 2013, constituting about a third of all visitors. Travel industry officials estimated that they spent $79 billion on those trips — money that the tourism industry is keen not to lose.

The U.S. Travel Association, an industry group, said there are some limited changes — such as extra screening for those who have visited danger spots and building better watch lists — but warned against going further.

“We understand the political urge to act after the fact to prove that one is ‘on it,’ but we urge Congress to carefully consider how to tweak the VWP to respond to the threat rather than engaging in security theater,” said Jonathan Grella, executive vice president of the association. “Keep calm, and then legislate.”

The House Homeland Security Committee in June approved a bill from Rep. Candice S. Miller, Michigan Republican, that would give Mr. Johnson the power to suspend countries from the Visa Waiver Program if they don’t share enough data about their travelers, and would require Homeland Security to weigh terrorism risks when deciding whether to admit a visa waiver member.

“We do not routinely get the critical information we need to identify and stop foreign fighters bound for the U.S. from our overseas partners in the program,” Ms. Miller said in a statement last week, urging quick action on her bill. She said her bill has the backing of Mr. Johnson and the U.S. Travel Association.

House Speaker Paul Ryan, Wisconsin Republican, has signaled that the visa program should be a focus as Congress considers responses to the Paris attacks.

But for many Democrats, the focus on waivers is an alternative to the Republican bill to force stronger checks on the 10,000 Syrian refugees whom Mr. Obama wants to bring into the U.S. this fiscal year.

They are also pushing for changes that would prevent those whose names appear on the FBI’s terrorist watch list from being able to buy guns legally.

House Minority Leader Nancy Pelosi, California Democrat, said Congress should work on those pieces of legislation rather than targeting the 10,000 refugees.

“It is outrageous that we would be slamming the door to mothers and children while we still allow people on the terrorist watch list to walk in the door of a gun store and buy a gun,” she said.

Some Senate Democrats have combined the two issues by writing a bill that would ban those who enter on visa waivers from purchasing firearms in the U.S.

Sen. Richard J. Durbin, Illinois Democrat, said federal law generally bars foreign visitors from buying guns, but the Justice Department ruled in 2011 that because visa waiver travelers have not technically been admitted to the country on nonimmigrant visas, they aren’t barred.

After all, America offers free healthcare with few strings attached to anyone on earth who gets here with a compelling sob story. And Obamacare has been quietly expanded to include illegals, so they don’t even need a sob story in the newspaper to get their freebies.

There are numerous examples. One hint of the extent of medical mooching was a 2006 Denver Post article which observed, “Hundreds of Mexican illegal immigrants are in Colorado not just for work but also for free medical care they say they can`t get back home.” (Ill Mexican nationals go home, Denver Post, Nov 20, 2006)

This government-forced do-goodery is very expensive for taxpayers. Mexican Gabriela Perez was brought illegally to America by her parents to get treatment for her spina bifida. Medical care for that defect runs from $532,000 to above $1 million.

Illegal aliens also demand organ transplants, which are among the most expensive procedures, and 18 persons die daily waiting for the organ that never comes. One lucky recipient of organ transplants has to be Mexican Ana Puente who has received at least three liver transplants after her aunt brought her to the US illegally as an infant with a liver disorder. California taxpayers were dinged for around $490,000 for the operation and first-year follow-up, plus $30,000 annually for anti-rejection drugs.

It is ironic that thousands of Americans travel to Mexico to get affordable healthcare. Apparently the Mexes have first-world healthcare for those who have the money.

A danger in the present case is that Africans who fear they are infected will flee the ebola zone to this country to get American medical care that may save their lives. Not every African has the money to buy a one-way plane ticket to the US, but those who do would be encouraged by the fact that Obama scrapped medical quarantine regulations in 2010. As usual, the safety of American citizens is not a priority for this administration.

Boss, Coworkers of US Ebola Patient: He Knew He Had Ebola, US Trip Was ‘Desperate Attempt to Survive’, Breitbart.com, October 3, 2014

A Liberian man who traveled to the United States four days before having contact with a symptomatic Ebola victim in Monrovia “knew he had Ebola,” according to his former boss as a FedEx contractor who said he abruptly left his job before the incident.

In interviews with the Liberian Observer, one of the nation’s largest newspapers, both Thomas Eric Duncan’s former boss, Henry Brunson, and an unnamed coworker agree that they believe Duncan knew he had Ebola when he boarded a plane out of Monrovia with a final destination in Texas. Brunson noted that, having come into contact with a pregnant woman who died hours after her interaction with Duncan, he knew of his disease. “If he were in Liberia, he was going to surely die,” Brunson told the paper, saying he was “glad” that Duncan was in a country with adequate medical resources.

Duncan worked as a driver for Brunson at the FedEx contractor SafeWay Cargo until mid-September. According to the Observer, Duncan was involved in a car accident at the end of the tenure at the company, and, according to workers, “having acquired an American visa, he did not care and never returned to work afterwards.”

Another unnamed source, described as a FedEx worker in Monrovia, told the Observer that Duncan knew he had Ebola, as well. “A source at FedEx in Monrovia said Mr. Duncan apparently knew he was suffering from the disease and that his best chance of survival was reaching to the United States,” writes author Omari Jackson, “a position that a family source denied, when we sought confirmation.” The Observer notes that the departure to America, for the source and others consulted, appeared a “desperate attempt to survive.”

In previous interviews with sources in Monrovia who know Duncan, the Observer found a witness who claimed Duncan had decided to “just go” to America after receiving a visa to visit family in the United States. The decision to leave his job and abruptly go to America raises questions about whether Duncan intended to honor the provisions of his visa and leave the United States in the alloted time.

Duncan’s direct knowledge of whether he had the disease is pivotal to understanding how rigorous screening measures at airports in Monrovia are, as well as whether any guilt can be ascribed to Duncan for knowingly violating any procedures in said screening. The Liberian government has announced its intention to prosecute Duncan for having left the country, stating that it has documentation in which Duncan claimed to have never come in contact with anyone carrying the Ebola virus and that such a lie is a criminal infraction.

Both American and Liberian officials agree that he did not exhibit any outward signs of having contracted Ebola during his airport screening, though debate remains surrounding whether his symptoms upon arriving in a Texas hospital were sufficiently clear that the hospital should have immediately quarantined him, rather than their initial decision to send him home with antibiotics.

UPDATE: FedEx has released the following statement clarifying Duncan’s position at SafeWay:

We have been advised by Safeway Cargo, a FedEx Global Service Provider (GSP) in Liberia, that Mr. Duncan was not employed in the FedEx GSP operation. He was employed as a personal driver for the company’s General Manager.
