The fear is growing in towns like Salt, where the political takeover by Muslims is within view. A pro-Spain party, Platform for Catalonia, is opposed to the invasion, but the hour is late.

BARCELONA, Spain — Bullfighting is now illegal in the Spanish province of Catalonia. Some arenas have been converted into business spaces.

But Muslims want to turn the most famous arena, the Coliseum, into a giant mosque.

In fact, some cities in Spain now look more like the Middle East. Muslims, who once ruled most of nation, are returning in large numbers.

In the city of Salt, parents have come to pick up their children from school. Muslims already make up 40 percent of city residents and will soon be the majority.

But the city government has pushed back, placing a one-year hold on a large mosque project funded by radical Wahhabis in Saudi Arabia.

For good measure, someone cursed the ground at the building site with a pig head that was still there when CBN News arrived. Islamic law forbids the building of a mosque on ground soiled by pigs.

But the number of Muslims in Salt is increasing so rapidly, it is now only a matter of time before Muslims will be running the city.

“When the first Muslim political party presents itself, all the Muslims will vote for it, and we’ll all end up wearing headscarves. We’re in a really big problem,” Salt city councilwoman Maria Osuna told CBN News.

Immigration or Invasion?

In the 7th century, Muslim armies conquered most of Spain, calling it Al-Andulus. They would not be completely expelled for 700 years, the year Columbus discovered the new world.

Now Muslims are returning, and polls suggest they are not returning to be Spaniards. A Pew survey found that 7 out of 10 Muslims in Spain think of themselves as Muslim rather than Spaniards.

“Plataforma x Catalunya,” or Platform for Catalonia, was the first political party to take the Muslim surge seriously. But in politically correct Spain, which celebrated the 1,300-year anniversary of the Muslim invasion as a good thing, Platform for Catalonia is denounced as racist and xenophobic.

Platform leader Joseph Anglada said his party is not against immigrants. They’re against uncontrolled immigration and what they say are immigrants who do not want to be a part of Spain.

“Muslim immigrants are not here to adapt,” Anglada said. “They’re here to conquer.”

“First the husband comes as the head of the family,” he explained. “Then the wife and children, and later he comes with his parents, in-laws,and grandparents, and it has turned into an invasion.”

‘Mysterious’ Dog Poisonings

In the city of Lleida, someone is poisoning dogs. Police don’t know who has been doing it, but the suspicion is that Muslims were the culprits.

Before the poisonings, Muslims were trying to get city government to ban dogs from public transport and public areas because they consider dogs unclean.

“What happened was, all of a sudden, one day, 12 to 14 animals showed up dead. They had eaten something or been given something. We don’t know,” Josep Ortiz I Llleida told CBN News.

Lleida, which is about one-quarter Muslim, was the first Spanish city to ban the burqa. Then the mayor shut down the city’s mosque because it was overflowing with Friday worshippers.

CBN News went to see where the Muslim men are praying now, and it is a large open air pavilion. Filming with a hidden camera, we saw more than 500 men listening to a sermon in Arabic.

“We don’t know what the Muslim leaders are telling their people,” Moises Font with Platform for Catalonia said. “Are they encouraging Muslims to assimilate or to stay separate?”

Spaniards Disappearing

There are reportedly more than 100 radical Wahhabi mosques in Spain. And two radical Muslim TV channels from the Middle East are now broadcasting into Spain.

And just as Muslim immigration is surging, the native Spanish are slowly disappearing. Their birth rate is below the replacement number.

Also, large numbers of college age Spaniards are fleeing the country to escape a 50 percent unemployment rate for young people.

Meanwhile, the Muslim birthrate is at least twice the native birthrate, and the number of Muslims has increased tenfold in the last 20 years.

A secret report by Spanish intelligence leaked to the media found that radical groups from the Middle East are pouring large sums of money into Spain to control the nation’s Muslims.

“The greatest threat for Spain, Catalonia, and Europe is Muslim immigration,” Anglada told CBN News.

“We know they are coming here to conquer what, according to Muslims, used to belong to them,” he said. “We have a moral duty so that in the future they can say that at least there was someone, one party, that was not willing to surrender the West to Islamization.”

Coren [...]]]> The interview below is the most honesty about Islam I can recall seeing on Fox News. Sun TV host Michael Coren appeared on Monday to comment on the guilty verdict in the honor killing trial of an Afghan father, wife and son who murdered three daughters and a polygamous wife #2 for becoming too westernized.

Coren pointed out that the police and media are afraid to connect such crimes with Islam, and made the distinction that honor killings are not some sort of domestic violence. He called honor killing “intrinsic to Islam” and noted that the “vast majority occur within the context of the Muslim faith.” Furthermore, honor killings are not even a crime in many Muslim countries.

Also noteworthy, Coren described how Muslims are permitted to lie to infidels in order to protect Islam. What a religion. How much more Islamic diversity can the West stand?

Coren’s own show In The Arena has welcomed politically incorrect guests like immigration critic Peter Brimelow and others you never see on American television.

As an example, Pew researchers found that among young second-generation hispanics, 62 percent identified themselves according to their ancestral home country or as hispanic/latino, not as Americans. By the third generation, only half self-identify as Americans. Raza diversity is strong.

The recent kerfuffle about whether Gingrich called Spanish a ghetto language included a revealing explanation for why he wants newbies to learn English, namely so they can make more money.

Note how Gingrich carefully chose the words of his response to the controversy to reflect the focused concerns of hispanic immigrants, who want loads of money but don’t want to become Americans:

Republican presidential candidate Newt Gingrich on Sunday defended years-old remarks that have been interpreted as suggesting that Spanish is “the language of the ghetto,” saying they’ve been twisted by his opponent for political gain.
After a back-and-forth at a debate last week with rival Mitt Romney over the comments he made in 2007, Gingrich tried to make clear on “Fox News Sunday” that he wasn’t talking about Spanish. ”I never used the word Spanish in the conversation,” he said.

Still, Gingrich issued an apology in Spanish, creating the impression that he was talking about the language, which is spoken by a substantial proportion of the Florida primary electorate. “I wasn’t talking about any single language,” he said Sunday. “Go back and read the text. I didn’t reference any single language. English should be the language of every single student because it is the language” needed to “get ahead in America.”

“We don’t want anyone trapped in America not able to speak English because English is the language of commercial success and gives you a better job,” Gingrich said. Romney “turned that on its head and said something that was simply not true” in running an ad suggesting that Gingrich was specifically referring to Spanish.

Gingrich also tried to explain his use of the word “ghetto,” telling host Chris Wallace: “As you know well, ghetto was originally a term for Jewish neighborhoods in the Middle Ages.”

He could have said that knowledge of English is key to understanding and accepting American culture and values, but he didn’t.

It’s certainly true that speaking English opens up the employment universe to newbies, but that’s not the only reason to learn it.

Gingrich hopes that his little ruse won’t be noticed by the majority of citizens who actually believe that immigrants should join the national community of Americans and not be economic opportunists. A 2011 Rasmussen poll found “An overwhelming majority (73%) of voters say people who move to the United States from other parts of the world should adopt America’s culture, language and heritage.”

In addition, Gingrich uses his nuanced strategy to reach interested parties like Univision TV, Spanish-language radio, “bilingual” teachers and the Catholic church, all of which benefit from maintaining their piece of separate tribal turf.

Finally, it’s amusing to hear Newt rail against “elites” when his views on the dollar-sign primacy of the English language reflect their economic-assimilation values perfectly.

If Gingrich genuinely does represent majority opinion, then he should state unequivocally that speaking English is basic to becoming an assimilated and loyal American citizen.

That’s hardly news, but discussing the obvious is becoming more necessary in these conflicted times.

Republican presidential candidate Rick Santorum said Wednesday that “the left” uses universities to indoctrinate young people for the purpose of “holding and maintaining power.”

After saying “we’ve lost, unfortunately, our entertainment industry,” Santorum told a Naples, Florida, audience that “we’ve lost our higher education, that was the first to go a long time ago.”

“It’s no wonder President Obama wants every kid to go to college,” said the former Pennsylvania senator. “The indoctrination that occurs in American universities is one of the keys to the left holding and maintaining power in America. And it is indoctrination. If it was the other way around, the ACLU would be out there making sure that there wasn’t one penny of government dollars going to colleges and universities, right?”

But it’s worse than that. These days, the brainwashing starts in grade school because the increasing dropout rate among the diverse means that many will not make it to college and a major in ethnic or chicano studies. One example is the nationwide pattern of little kids who were made to sing worshipful songs about Obama after his election.

More recently, some Virginia third-graders supposedly penned a complex political ditty in praise of the Occupy activities, with lyrics like “I’m part of the 99″ and “They’re the one percent.” It seemed far too advanced for nine-year-olds to have produced, and an adult later fessed up that he wrote the song.

When I attended the 9th Circuit Court in November 2010 to observe the legal proceedings concerning Arizona’s enforcement law, there were lots of non-hispanic kids waving signs in favor of open borders and other raza issues. I talked to a blond boy and he told me it was a class project of their Berkeley middle school to attend, and not just as observers. Below is one of my photos from the event.

The years-long struggle in Arizona against the anti-American raza studies program in Tucson High School continues to bubble along. The legislature passed a law against the teaching of racist and seditious subjects in public schools which took effect at the beginning of 2011. A local court later determined that the law was proper.

Unsurprisingly, the indoctrinated kiddies hate having their daily dose of Mexican supremacism removed and continue to squawk wherever there’s a forum with the help of raza-promoting adults.

(Ramos gleefully forecast a majority-hispanic United States a few years back.)

Gingrich criticized Mitt Romney’s strategy of promoting self-deportation by removing the magnet of American jobs — something that has worked very well where it has been tried, e.g. Self-Deportation Working in Alabama. The Grand Canyon State also reported success with workplace enforcement; see Escape from Arizona! where the voluntary relocation process of an illegal family was followed with sympathetic reporting.

Newt is still stuck on his fable of long-time illegals being a credit to their communities, though he is unclear on how years of job theft and lawbreaking are a benefit to America, which is supposedly a “nation of laws.” He argued in a November debate that “If you’ve been here 25 years and you got three kids and two grandkids, you’ve been paying taxes and obeying the law, you belong to a local church, I don’t think we’re going to separate you from your family, uproot you forcefully and kick you out.”

The straw man of massive alien round-ups is a favorite hispander ploy of Gingrich. He used to pretend that he had never heard of DIY deportation, but now that Romney has put the strategy on the table in public, Newt can no longer feign ignorance.

In fact, anyone who has been here for 25 years is a successful manipulator of the system who doesn’t need a big amnesty from Washington. And that person most likely has a fake ID and stolen Social Security number (felony!), which is not “obeying the law” in the eyes of most citizens.

On Univision, Newt got personal on that point and talked about an imaginary hispanic granny: “For Romney to believe that somebody’s grandmother is going to be so cut off that she is going to self-deport, I mean this is an Obama-level fantasy.”

Gingrich: Romney self-deportation plan a fantasy, Associated Press, January 25, 2012

Republican presidential candidate Newt Gingrich on Wednesday ridiculed rival Mitt Romney’s call for self-deportation of illegal immigrants as an “Obama-level fantasy” that would be inhumane to long-established families living in America.

The former House speaker ripped that part of Romney’s immigration policy during a forum Wednesday with the Spanish-language network Univision. The interviewer also asked sharp questions about Gingrich’s marital history.

Gingrich laughed at the idea of self-deportation and said it wouldn’t work.

During a debate earlier this week, Romney said he favors self-deportation over policies that would require the federal government to round up millions of illegal immigrants and send them back to their home countries. Advocates of Romney’s approach argue that illegal immigration can be curbed by denying public benefits to them, forcing them to leave the United States on their own.

“You have to live in a world of Swiss bank accounts and Cayman Island accounts and automatically $20 million income for no work to have some fantasy this far from reality,” Gingrich said, alluding to details in Romney’s income tax returns made public on Tuesday. “For Romney to believe that somebody’s grandmother is going to be so cut off that she is going to self-deport, I mean this is an Obama-level fantasy.”

But Gingrich’s campaign has spoken of the self-deportation policy he ridiculed Wednesday.

Romney’s campaign directed reporters to past comments by Gingrich spokesman R.C. Hammond, who said that only a small percent of illegal immigrants would likely be allowed to stay in the U.S. under Gingrich’s plan. Hammond went on to say that the vast majority of them would likely “self-deport.”

At the forum, Gingrich spoke instead about border control and establishing a guest-worker program to better manage the influx of immigrants. Gingrich said he favors a path to citizenship for illegal immigrant children who serve in the military but not for simply completing college. [. . .]

Why should any political leader consider it acceptable for illegal aliens to be occupying college slots that should go to American citizen students? Nobody in the press will ask that question, unfortunately for us Americans.

More generally, the Times is unhappy with the NYPD for its surveillance activities in mosques and Muslim neighborhoods required [...]]]> The New York Times is shocked and appalled that around 1500 of the city’s police have been shown “The Third Jihad,” a documentary produced by Zuhdi Jasser about the threat posed by the murderous ideology of Islam.

More generally, the Times is unhappy with the NYPD for its surveillance activities in mosques and Muslim neighborhoods required to keep the city safe from men who desire to mass murder infidels. Naturally the fifth column bunch at the Council of American Islamic Relations and elsewhere are actively working against homeland security in this country, and the liberal media is standing on their side rather than the safety of Americans.

The film shows hostile Muslims declaring their intention of conquering the entire world and controlling it according to the authoritarian sharia law of Islam. Every American should know Islam’s to-do list, and police officers even more so.

The Times complains that the film is “Dark” but the atmospherics are determined by the subject. Just because not every Muslim is a throat-slitting jihadist, the Times believes we should not discuss the millions worldwide who are.

Of course, diverse immigration that increasingly admits Muslims by the thousands every year has brought the threat into our own country. The press does not want to connect those dots at all.

In Police Training, a Dark Film on U.S. Muslims, New York Times, January 23, 2012

Ominous music plays as images appear on the screen: Muslim terrorists shoot Christians in the head, car bombs explode, executed children lie covered by sheets and a doctored photograph shows an Islamic flag flying over the White House.

“This is the true agenda of much of Islam in America,” a narrator intones. “A strategy to infiltrate and dominate America. … This is the war you don’t know about.”

This is the feature-length film titled “The Third Jihad,” paid for by a nonprofit group, which was shown to more than a thousand officers as part of training in the New York Police Department.

In January 2011, when news broke that the department had used the film in training, a top police official denied it, then said it had been mistakenly screened “a couple of times” for a few officers.

A year later, police documents obtained under the state’s Freedom of Information Law reveal a different reality: “The Third Jihad,” which includes an interview with Commissioner Raymond W. Kelly, was shown, according to internal police reports, “on a continuous loop” for between three months and one year of training.

During that time, at least 1,489 police officers, from lieutenants to detectives to patrol officers, saw the film.

News that police trainers showed this film so extensively comes as the department wrestles with its relationship with the city’s large Muslim community. The Police Department offers no apology for aggressively spying on Muslim groups and says it has ferreted out terror plots.

But members of the City Council, civil rights advocates and Muslim leaders say the department, in its zeal, has trampled on civil rights, blurred lines between foreign and domestic spying and sown fear among Muslims.

“The department’s response was to deny it and to fight our request for information,” said Faiza Patel, a director at the Brennan Center for Justice at New York University Law School, which obtained the release of the documents through a Freedom of Information request. “The police have shown an explosive documentary to its officers and simply stonewalled us.”

Tom Robbins, a former columnist with The Village Voice, first revealed that the police had screened the film. The Brennan Center then filed its request.

The 72-minute film was financed by the Clarion Fund, a nonprofit group whose board includes a former Central Intelligence Agency official and a deputy defense secretary for President Ronald Reagan. Its previous documentary attacking Muslims’ “war on the West” attracted support from the casino magnate Sheldon Adelson, a major supporter of Israel who has helped reshape the Republican presidential primary by pouring millions of dollars into a so-called super PAC that backs Newt Gingrich.

Commissioner Kelly is listed on the “Third Jihad” Web site as a “featured interviewee.” Paul J. Browne, the Police Department’s chief spokesman, wrote in an e-mail that filmmakers had lifted the clip from an old interview. The commissioner, Mr. Browne said, has not asked the filmmakers to remove him from its Web site, or to clarify that he had not cooperated with them.

None of the documents turned over to the Brennan Center make clear which police officials approved the showing of this film during training. Department lawyers blacked out large swaths of these internal memorandums.

Repeated calls over the past several days to the Clarion Fund, which is based in New York, were not answered. The nonprofit group shares officials with Aish HaTorah, an Israeli organization that opposes any territorial concessions on the West Bank. The producer of “The Third Jihad,” Raphael Shore, also works with Aish HaTorah.

Clarion’s financing is a puzzle. Its federal income tax forms show contributions, grants and revenues typically hover around $1 million annually — except in 2008, when it booked contributions of $18.3 million. That same year, Clarion produced “Obsession: Radical Islam’s War Against the West.” The Clarion Fund used its surge in contributions to pay to distribute tens of millions of copies of this DVD in swing electoral states across the country in September 2008.

“The Third Jihad” is quite similar, in style and content, to that earlier film. Narrated by Zuhdi Jasser, a Muslim doctor and former American military officer in Arizona, “The Third Jihad” casts a broad shadow over American Muslims. Few Muslim leaders, it states, can be trusted.

“Americans are being told that many of the mainstream Muslim groups are also moderate,” Mr. Jasser states. “When in fact if you look a little closer, you’ll see a very different reality. One of their primary tactics is deception.”

The film posits that there were three jihads: One at the time of Muhammad, a second in the Middle Ages and a third that is under way covertly throughout the West today.

This is, the film claims, “the 1,400-year war.”

How the film came to be used in police training, and even for how long, was not clear. An undated memorandum from the department’s commanding officer for specialized training noted that an employee of the federal Department of Homeland Security handed the DVD to the New York police in January 2010. Since then, this officer said, the video was shown continuously “during the sign-in, medical and administrative orientation process.” A Department of Homeland Security spokesman said it was never used in its curriculum, and might have come from a contractor.

As it turned out, it was police officers who blew the whistle after watching the film. Late in 2010, Mr. Robbins contacted an officer who spoke of his unease with the film; another officer, said Zead Ramadan, the New York president of the Council on American-Islamic Relations, talked of seeing it during a training session the previous summer. “The officer was completely offended by it as a Muslim,” Mr. Ramadan said. “It defiled our faith and misrepresented everything we stood for.”

When the news broke about the movie last year, Mr. Browne called it a “wacky film” that had been shown “only a couple of times when officers were filling out paperwork before the actual course work began.”

He made no more public comments. Privately, two days later, he asked the Police Academy to determine whether a terrorism awareness training program had used the video, according to the documents.

The academy’s commander reported back on March 23, 2011, that the film had been viewed by 68 lieutenants, 159 sergeants, 31 detectives and 1,231 patrol officers. The department never made those findings public.

And just one week later, the Brennan Center officially requested the same information, starting what turned out to be a nine-month legal battle to obtain it.

“It suggests a broader problem that they refuse to divulge this information much less to discuss it,” Ms. Patel of the Brennan Center said. “The training of the world’s largest city police force is an important question.”

Mr. Browne said he had been unaware of the higher viewership of the film until asked about it by The New York Times last week.

There is the question of the officers who viewed the movie during training. Mr. Browne said the Police Department had no plans to correct any false impressions the movie might have left behind.

“There’s no plan to contact officers who saw it,” he said, or to “add other programming as a result.”

Police in particular have a job experience that informs them about [...]]]> Our governance would certainly be improved if more police officers would run for public office — along with teachers, carpenters, doctors, scientists and soldiers. Around 45 percent of the members of Congress are lawyers, and a greater variety of backgrounds would serve the nation well.

Police in particular have a job experience that informs them about public safety issues as nothing else can. Congress needs more of that sensibility at a time when normal law enforcement is under attack as never before by the anti-sovereignty forces like La Raza.

Anyway, Sheriff Paul Babeu of Pinal County Arizona is running for Congress and he visited with Neil Cavuto on Monday to discuss Obama’s terrible treatment of the border state. The Sheriff also emphasized that an amnesty for illegal aliens is not the way to go; as an officer, he swore to uphold the law, not excuse law breaking.

The crime aroused disgust and anger around the country when it was learned [...]]]> The opening arguments are scheduled for Monday in the San Francisco trial of Edwin Ramos, accused of murdering Tony Bologna, 48, and his sons Michael, 20, and Matthew, 16, (shown below) who were driving home from a family picnic June 22, 2008.

The crime aroused disgust and anger around the country when it was learned that Ramos was an illegal alien gangster who had committed earlier violent crimes but was not even deported from lawbreaker-friendly San Francisco. See my 2008 article, They Also Kill People in Your Town.

The surviving Bologna family members brought a lawsuit against the city of San Francisco for causing the deaths by dealing so irresponsibly with a dangerous criminal, but the suit was rejected by the court.

More than three and a half years have passed since this horrific time. One might hope that government would have learned from the case how dangerous it is to coddle foreign criminals.

In fact, the state of public safety has arguably gotten worse when illegal aliens are involved. A few examples: Cook County Illinois now releases violent illegal aliens criminals on bail, California has ended checkpoint impounds of vehicles driven by unlicensed drivers and the common sense Secure Communities program from the feds has been rejected by some liberal enclaves (e.g. Massachusetts, Santa Clara County and San Francisco).

The problem is the Raza-fueled campaign against public safety which prefers special rights for foreign criminals even though many of the crime victims are hispanic.

Perhaps the trial will remind the public of how much is at stake.

Edwin Ramos trial to have 2 versions of killings, San Francisco Chronicle, January 22, 2012

Edwin Ramos was either hunting for gang rivals or was an unwitting dupe in the mistaken-identity slayings in San Francisco of a father and two sons, one of the most notorious crimes in the city in recent years.

Those are the competing versions that prosecutors and the defense are expected to present Monday when Ramos, 25, goes on trial for murder in the killings of Tony Bologna, 48, and his sons Michael, 20, and Matthew, 16, who were shot to death driving home in the Excelsior district on a bright Sunday afternoon June 22, 2008.

The case first drew widespread attention for its random brutality. It became a national story when The Chronicle reported that city juvenile-justice officials, relying on San Francisco’s sanctuary-city policy, had twice kept Ramos from possible deportation after he committed gang-related crimes as a minor.

“It’s a big, big case,” said Joseph O’Sullivan, a San Francisco defense attorney who briefly represented Ramos. “He’s alleged to have almost wiped out a family. It’s unheard of. It’s a very small city, and many people knew the family. I hope he gets a fair trial.”

Attorneys and Superior Court Judge Charles Haines have gone to some lengths to find a jury untainted by the furor that surrounded the killings, picking 12 members and eight alternates from an initial pool of more than 1,000 people. Selecting the panel took two weeks.

Vengeance killing?
Assistant District Attorney Harry Dorfman, the lead prosecutor on the case, has identified more than 300 possible witnesses to support his argument that Ramos carried out the killings to avenge an earlier shooting that was part of a feud between the MS-13 gang and its Mission District rivals.

Many of the gang members involved in the feud, which authorities blame for nine slayings, are now behind bars, thanks in part to a federal crackdown that included more than two dozen indictments. Dorfman may call some of them to the stand.

The prosecution’s key witness will be Tony Bologna’s surviving son, who was in the car when his father and brothers were shot and has testified that Ramos pulled the trigger. Prosecutors have asked that he not be named in the media, stressing that he remains under witness protection.

‘He just shot’
The 21-year-old son testified at Ramos’ preliminary hearing that his family was just about home from a family gathering in Fairfield when another driver started “mugging” his father, who made a face as if he didn’t understand. The gunman was about a foot and a half away as he drove next to the Bologna family’s Honda.

Without saying anything, Ramos aimed a chrome handgun and fired at least four times in rapid succession, the son said.

“No words were exchanged. He just let loose on my family,” the son said. “He just shot.”

Prosecutors say Ramos mistook at least one of the Bologna sons for a gang rival.

Ramos’ legal team, headed by Marla Zamora, has listed as many as 100 possible witnesses in his defense. In pretrial hearings, the defense has challenged the surviving Bologna son’s account and blamed Wilfredo “Flaco” Reyesruano – the now-vanished leader of a faction of the MS-13 gang – as the true gunman in the slayings.

Ramos told investigators it was Flaco who mistook the Bologna sons for rivals and opened fire at Congdon and Maynard streets.

“Our position is he (Ramos) was very much giving a friend a ride and that individual, completely unexpectedly, opened fire,” said Andrea Lindsay, who is assisting in the defense.

Gang history
Dorfman is expected to focus on Ramos’ history in the MS-13 gang to show that he was more than a passive participant in the slayings. The prosecutor has lined up many other reputed gang members, some who have been proved in pretrial hearings to be reluctant witnesses.

In portraying him as an innocent, the defense will have to counter Ramos’ troubled history as a juvenile offender.

Ramos was not in the United States legally at the time he was identified as one of three alleged MS-13 members who beat up a man on a Muni bus in the Mission District in 2003. Prosecutors said the attackers had been “checking” passengers to determine what gang they were affiliated with.

Instead of referring him to federal authorities for possible deportation, juvenile authorities placed Ramos in a shelter and later released him to his mother in April 2004.

Four days later, he assaulted a pregnant woman and her brother, and was sentenced to the city’s Log Cabin Ranch for felony attempted robbery. He was released in February 2005, again without juvenile authorities reporting him to federal immigration officials.

The Juvenile Probation Department had ordered employees not to report minors to immigration officials under the agency’s interpretation of San Francisco’s sanctuary policy, which barred city officials from cooperating with deportations.

City’s policy eased
The revelations about Ramos’ history of juvenile offenses fueled a controversy over the policy and ultimately led then-Mayor Gavin Newsom to order that all undocumented juvenile offenders be reported to immigration officials. The policy has since been eased to allow authorities to exercise discretion in deciding whether to report offenders.

Tony Bologna’s widow, Danielle, and daughter sued the city, arguing that the sanctuary policy had ultimately allowed Ramos to commit the killings. A judge dismissed the suit, ruling that cities “generally are not liable for failing to protect individuals against crime.”
